Franklin County Area Development Corporation, created in 1960, provides economic development strategies designed to attract, retain, and expand existing and new businesses and family sustainable employment opportunities. Franklin County Children and Youth Service (FCCYS) is the local public child welfare agency responsible for assuring the safety and well-being of dependent and abused children from birth to age 18 years.  Anyone can contact the agency at anytime to make allegations of maltreatment or neglect or to request agency assistance.  During normal business hours, there is always a caseworker available to discuss referrals and to initiate Children and Youth response.  Emergency services are available after traditional county business hours by contacting the on-call caseworker.  Allegations will be reviewed and an appropriate assessment/intervention plan will be made to assure the child’s safety and to determine what additional services may be needed. 

Jurisdiction is limited to incidents that occur in Franklin County or when there is a request for a courtesy service from another child welfare agency.  The parent, parent’s paramour, person responsible for the child’s care, or a member of the child’s household must be the person (perpetrator) causing the harm or risk of harm to a child in order for Children and Youth to have jurisdiction in a case.  In other situations, the police may have sole jurisdiction.  To substantiate child welfare concerns, the agency must be able to determine that the action or non-action of the perpetrator causes an adverse effect on the child’s well-being or safety.  Adolescent services address behaviors of teens that place them at risk of harm, in violation of the school code or in conflict with their family

It is always the agency’s first goal to assure the safety of children in their own homes, to work with the family to build strengths and to minimize risk.  We employ the least restrictive intervention necessary to assure safety.  We attempt to engage extended family and community supports.  Our services are confidential and are applied with respect for all parties involved.

The Franklin County Children and Youth Service helps families with children from birth to 18 years of age residing in Franklin County. The office is located in the Human Services Building, 425 Franklin Farm Lane, Chambersburg, PA 17202.  For local assistance, call 717-263-1900, FAX 717-263-1254,  or 717-263-1611 (after hours, emergency only); collect calls accepted only during normal business hours.  Office hours Mon. - Fri. 8:30 - 4:30.  Closed on weekends and all county-observed holidays.

Franklin County Crime Solvers seeks help with crimes.  Franklin County Crime Solvers is a dedicated volunteer organization of local citizens and business organizations pledged to the reduction of unsolved local community crimes. Information leading to the arrest or capture of wanted persons involved in a crime may result in a reward of up to $2,000.  You do not have to give your name.  Any information about a crime can be phoned to 263-3000, 24 hours a day.  Crime Solvers' website is http://www.franklincountycrimesolvers.com/ABOUTUS.html .  

Franklin County Literacy Council provides basic literacy and English as a Second Language (ESL) Instruction for adults in Franklin County.  ESL classes to learn to speak, read, and write English are held Monday and Wednesday from 9:30 to 11:30 and from 6 to 8 pm at 3051 W. Commerce St. (the Heinz Building) in Chambersburg.  The Council also provides free, one-to-one and small group tutoring to adults who need help with basic reading, writing, spelling, and math.  One in five adults in the county lack one or more of the basic skills needed in everyday life situations.  The Council's Discovery Lab enables Council students to find their learning style, set goals, brush up on study skills, learn how to use a computer, surf the Web, use computer software programs, and look for a job.  709-4943.
