The Keystone STARS Child Care Quality Program
The STARS program recognizes providers who meet a higher standard of quality. Each star shows that the provider meets increasingly higher standards. In other words, the more stars a provider has, the better the quality of care it offers to children.
We are proud to actively participate in this voluntary program to show our commitment to continually improve our standards of care, and provide a quality child care environment that emphasizes social and emotional development, increases learning skills, and promotes school readiness.
The Keystone STARS program provides the Waynesboro Day Care Center with standards, training, assistance, resources, and support. STARS establishes a quality rating system with each STAR designation having its own research-based performance standards that are linked to improving outcomes for children.

of Pennsylvania, was published in the Echo Pilot on Nov 10, 2006"Parents can learn the nutritional value of the food their young children eat by looking at the label on the side of foods bought at any grocery store. Isn't it just as important for parents to be able to judge the educational value and quality of the early childcare program that their kids attend every weekday?
"Now, thanks to Keystone STARS (Standards, Training, Resources, Assistance and Support) parents can shop for quality early childcare centers. As a result of this program important information is now available to help parents choose an early childcare center based on the quality of the education and other services the center provides.
"Founded in 2002, Keystone STARS rates early childcare centers, from a low of one to a high of four, based on having highly qualified teachers, a safe learning environment, and a curriculum that challenges children and prepared them for school.
"For a listing of early childcare centers participating in the Keystone STARS program, parents can visit the STARS website at http://www.pakeys.org/pages/get.aspx?page=Programs_STARS. Armed with the information from the website, parents of young children can select the best early care centers for their children. This is an important service for Pennsylvania parents because research shows that excellent early childcare programs are often the key to school readiness for young children.
"Informed and concerned parents serve as a strong incentive for early child care centers to improve their quality in measurable ways participating in Keystone STARS. Currently, the Keystone STARS program includes more than 4,200 facilities--almost half of the early childcare centers in the state--and enrolls about 160,000 young children throughout Pennsylvania. As a result, more parents can now get the quality early childcare they want for their kids.
"This STARS program places Pennsylvania among the nation's leaders in early childhood education. Currently, 11 states, plus the District of Columbia, have optional rating systems for early child care facilities. As the Keystone STARS program grows and thrives here in Pennsylvania, it is testing three powerful ideas that can shape social policies throughout the nation: investing in young children, encouraging improvements in private facilities through incentives, and empowering families with information about the services available.
"Pennsylvanians have good reason to be proud that we have shown how public services can be improved with incentives and information--and that we, too, are striving to do well by our kids."
